Banks, ATMs, treasuries to be open in Kashmir even on holidays

As per the latest report, Banks, ATMs, treasuries have been instructed to stay open even on holidays in Kashmir. Kashmir has been in a lockdown since the abrogation of Article 370 and the birfucation of the state into two UTs.
